The Valencian Community Foundation for the Management of the Alicante Institute for Health and Biomedical Research (ISABIAL), in accordance with the provisions of Law 2/2023 of 20 February on the protection of persons who report regulatory infringements and the fight against corruption, and in line with its firm commitment to fostering a culture of compliance, prevention, and detection of breaches related to applicable regulations—both internal and external—has implemented an Internal Information System (IIS) to manage reports concerning irregularities, illegal and/or unlawful activities committed in the performance of its foundational purposes.
The ISABIAL Internal Information System (SII) is composed of the following elements:

- PERSON RESPONSIBLE FOR THE INTERNAL INFORMATION SYSTEM
- WHISTLEBLOWING CHANNEL
- EXTERNAL COMMUNICATION CHANNEL TO THE STATE INDEPENDENT AUTHORITY FOR WHISTLEBLOWER PROTECTION (AIPI)
- EXTERNAL COMMUNICATION CHANNEL TO THE REGIONAL INDEPENDENT AUTHORITY FOR WHISTLEBLOWER PROTECTION (AVAF)
The purpose of the Internal Information System (IIS) is to raise awareness among all individuals connected with ISABIAL about the importance of reporting any potentially irregular conduct. In particular, it aims to ensure that, when there is certainty or a reasonable suspicion that an unlawful act may be taking place within the scope of the institution, such information is reported through the authorised channels in a confidential manner to ensure its proper investigation.
In this way, the system enables any person connected with ISABIAL to report possible situations of fraud, corruption, or other irregularities of which they may become aware, while guaranteeing at all times the confidentiality of the whistleblower and protection against any form of retaliation.
Furthermore, if the reported facts constitute fraud or irregularities affecting European funds, or national funds, they may also be reported to the General Comptroller of the State Administration or to the European Anti‑Fraud Office, through the following links
