Introduction to CPI

Public Procurement of Innovation (CPI) is an administrative action to foster innovation, aimed at promoting the development of innovative solutions from the demand side through the instrument of public procurement. Through PPI, impact objectives can be achieved not only for the public sector but also for the entire R&D&I ecosystem and the general public:

  • Improve public services through the incorporation of innovative goods or services.
  • Foster business innovation
  • Promote the internationalization of innovation by using the local public market as a launch customer or reference.

CPI can mainly take the form of different types of projects:

  • Pre-Commercial Procurement (PCP)
  • Public Procurement of Innovative Solutions (PPI)

Innovation Partnership, which is a combination of the two types of PPI mentioned above, results in a procurement procedure for the development of innovative products and services and the subsequent purchase of the resulting products or services, within a single contract.

The State of the Art, defined by a maturity level that can be measured using the initial and final TRL (Technology Readiness Levels) of each project, determines the type of PPI:

Within the framework of the project “DEVELOPMENT OF THE PUBLIC PROCUREMENT OF INNOVATION MODEL AT THE ALICANTE HEALTH AND BIOMEDICAL RESEARCH INSTITUTE (ISABIAL)”, with reference INNCP2/2022/3, approved for funding through the Resolution dated 07/29/2022 by the Executive Vice-President of the Valencian Innovation Agency, the ISABIAL Foundation aims to design and implement a Public Procurement of Innovation (PPI) strategy. This strategy aims to position the institute as a driving force for innovation in health—a strategic and specific field for the region and the country—from both a proactive perspective as a demand agent (facilitator of PPI processes) and a reactive perspective as a supply agent (provider of solutions for PPI processes).

To this end, a series of work phases have been established, to be developed between 2022 and 2024, which will boost ISABIAL’s dual profile:

In this phase, a project platform will be developed as a meeting space for carrying out the work under this Plan to Promote PPI.

In addition, during this phase, training workshops and challenge-analysis workshops will be held for ISABIAL staff and staff from Alicante Hospital.

Specifically:

  • PPI capacity-building workshops to raise awareness and provide training in the Public Procurement of Innovation process.
  • Workshops to identify unmet needs and challenges as a demander of innovative solutions.
  • Workshops to analyse ISABIAL’s capabilities as a technology supply agent.

In this phase, the strategy as a Demand and Supply Agent will be designed and defined, identifying both the challenges that could be promoted as a proactive driving agent of projects, as well as the main technological areas through which other PPI processes could be solved reactively.

Work will also be carried out on the Governance Model for each developed role.

Finally, in this phase, the strategy defined in the previous phase will be executed and implemented, in two strands:

As a demand-side agent:

  • Pilot PPI processes will be launched by issuing Preliminary Market Consultations.
  • Challenges will be prioritised and the Early Demand Map will be reviewed, identifying the procurements associated with the challenges issued.
  • Work will begin on processing the procurement specifications.
  • The results of each action carried out will be disseminated.

As a supply-side agent:

  • Preliminary Consultations that can be accessed will be identified.
  • Consortia will be promoted to improve the overall value proposition of the projects submitted.
  • Working groups will be facilitated to analyse key success factors for participation in these consultations.

Preliminary Market Consultations (PMC)

He Preliminary Market Consultation (PMC) is a procedure through which a public buyer can consult with various agents and entities regarding the solutions that currently exist or are being developed in relation to an identified need or topic.

This consultation will allow contracting entities to understand the market’s capacity to meet needs, gather information on the state of science or technology, and, at the same time, inform economic operators about the projects and/or requirements of their future procurements.

PMCs are regulated by Article 115 of the Public Sector Contracts Law (9/2017). The principles governing these consultations are:

1. Publicity

Public announcements regarding the opening of consultations must be made to ensure the participation of the largest possible number of agents and to prevent any potential bidder from claiming that the information was not accessible (transparency principle).

2. Access to information

That all agents have the same information at the same time (principle of non-discrimination) and have sufficient time to participate in the procedure (submission of proposals), regardless of whether or not they participated in the PMC process.

3. Competition

That specific solutions where there is not a sufficiently large number of potential bidders are not selected. This implies that all solutions using exclusive technology are excluded from the procedure.

4. Results

That, as a result of the consultations, a report of the actions carried out is generated, listing the studies conducted and their authors, the entities consulted, the questions asked, and the responses received.

Demand-Side Agent Workshop

Introductory PPI workshop with theoretical and practical content. General concepts are covered, as well as the phases of the process and examples of specifications.

PART I. Capacity-building workshop on Public Procurement of Innovation (PPI)

As part of its strategy to promote Public Procurement of Innovation (PPI), ISABIAL encourages the members of service units and platforms, research groups, and research areas to participate in a working session that aims to:

  • Understand PPI challenges in health in Spain.
  • Identify the ISABIAL units, service platforms and areas that align with these challenges.
  • Understand key aspects for participating in a Preliminary Market Consultation (PMC) as a supplier.

What does the workshop involve?
This is a highly dynamic working session, lasting a maximum of 2 hours, focused on:

  • Presenting the PPI landscape in Spain
  • Highlighting ISABIAL areas with potential
  • Opportunity matching and PPI diagnosis

PART II. PPI Promotion – Workshop on preparing Preliminary Market Consultations

As part of its strategy to promote Public Procurement of Innovation (PPI), and following the training session on PPI from the supply side, ISABIAL invites you to participate in a practical workshop to learn the key aspects of taking part in a Preliminary Market Consultation (PMC).

This is a highly dynamic online session (2 hours) focused on:

  • Addressing questions from the previous session
  • Applying the knowledge acquired. Completing the documentation for a PMC
  • Key points and recommendations

When and where?

On 6 September, between 12:00 and 14:00.

Identification of Challenges and Needs Workshop2 Workshops in which doubts from BLOCK 1 are reviewed, with a division by areas and topics that allow for a better analysis of challenges, culminating in the identification of potential projects.

Supply Agent Capabilities Workshop

2 Workshops in which doubts from BLOCK 2 are reviewed, followed by addressing open opportunities to participate in PPI, analyzing value propositions (matching), and benchmarking with other agents.

Supply Agent Workshop

It addresses how to participate in Preliminary Consultations, taking into account the parameters and information to be collected, as well as the project structure. Practical examples of tender documents and preliminary market consultations will also be reviewed.
