Its delegates are responsible for defending the interests of workers in matters related to occupational risk prevention, and for this purpose they are granted competencies in areas such as information, consultation and negotiation, monitoring, and oversight. This Committee is a consultative body that may issue opinions but cannot make decisions or adopt agreements on behalf of the parties it represents.
The Health and Safety Committee is composed of an equal number of representatives from the Research Institute and from the workforce, in accordance with Article 38 of the Occupational Risk Prevention Act. This Committee includes the roles of a chair and a secretary, elected from among its members for a one‑year term.
It should be noted that the prevention delegates will be appointed from among the staff representatives. Based on the number of ISABIAL employees, four prevention delegates are established.

Objectives
The functions of the Health and Safety Committee are set out in Law 31/1995 of 8 November on Occupational Risk Prevention and Law 54/2013 of 12 December, which reforms the regulatory framework for Occupational Risk Prevention, as well as in its corresponding Regulations.
The competencies are as follows:
- To take part in the development and evaluation of ISABIAL’s occupational risk prevention plans and programmes, as well as in their implementation.
- To promote initiatives concerning preventive methods and procedures for occupational risk management.
- To propose improvements to working conditions or to address identified deficiencies.
- To access and obtain information on documentation and reports related to working conditions. To analyse all harm affecting the health or physical integrity of employees.
