The Valencian Community Foundation for the Management of the Alicante Institute for Health and Biomedical Research (ISABIAL) is a non-profit entity belonging to the Instrumental Public Sector of the Valencian Government. While it does not have the status of a Public Administration, the Foundation is a contracting authority in accordance with Article 3, Section 3 of Law 9/2017 on Public Sector Contracts.
